At 12:01 AM this Monday, July 1, most of the legislation that passed during the 2024 General Assembly and signed by Governor Glenn Youngkin will go into effect. 

Below are summaries of several of the changes to the law that will go into effect on July 1. New Laws Effective July 1
 
Motor Vehicle Liability Insurance Required 
Ruff SB951 (2023) Senate 36-3 House 82-16 - I voted Yes
The option to pay a $500 fee to register an uninsured motor vehicle is repealed. This legislation passed during the 2023 General Assembly but had a delayed effective date. 

Expanding Services to Intellectually Disabled Virginians
Suetterlein SB610 Senate 39-0 House 98-0 - I voted Yes, this was my bill
The duration to contract services for an intellectually disabled Virginian has been extended to 365 days. This was part of the policy changes needed to accompany Governor Youngkin's successful budget proposal to fully fund the Priority 1 Waivers.  

New Local 15 MPH Speed Limits
Carr HB1071 House 53-46 Senate 23-17 - I voted No
Local governments have expanded authority to set 15 MPH speed limit zones in residential and commercial areas. 

18 Years of Age Minimum for Marriage 
Keys-Gamarra HB994 House 57-40 Senate 39-1 - I voted Yes
Only individuals over the age of 18 may be legally married. 

Aligning Workforce Development with Private Sector Data
Suetterlein SB436 Senate 39-0 House 98-0, I voted Yes, this was my bill  
This legislation makes several changes to Virginia's Workforce Development programs including using private sector employer data to prioritize high demand work force training programs and expanding the Apprentice Council.

"Right to Road Kill"

Allows any deer, bear, turkey, or elk that appears to have been killed in a collision with a motor vehicle to be claimed by and awarded to any person.


Petersburg Casino Authorized

The previously authorized casino in Richmond has been repealed after being defeated in two voter referenda and now Petersburg may seek a casino. 

College Legacy Admissions Ban 
VanValkenburg SB46 Senate  39-0 House 99-0 - I voted Yes
Virginia public colleges and universities are prohibited from giving preferential treatment in the admission process because of an applicant's familial relationship to a contributor. 

Legality of To-Go Cocktails Made Permanent 
Rouse SB635 Senate 40-0 House 82-16 - I voted Yes
The expiration of a temporary law passed soon after the emergence of COVID-19 that allowed the sale of mixed drinks for off-site consumption was repealed meaning businesses may continue selling them. 


Failing Primary Candidates Cannot Refile for the General Election
Suetterlein SB109 Senate 30-10 House 89-11 - I voted Yes, this was my bill 
Candidates cannot withdraw from a primary election after early voting has begun and then file as an independent or candidate of another party for the same office in the general election. This reverses an errant legal opinion and restores the Commonwealth's long understood policy on the subject. Delegate Joe McNamara carried the companion HB90.


New Penalty for Providing Firearm to Child Identified as Posing a Violent Threat

It is now a class a class 5 felony for any parent or person responsible for the care of a child under the age 18 whose willful act of omission causes or enables that child to gain possession of a fire arm after having received a notice that child poses a violent threat or that adult knows the child has previously been convicted of adjudicated delinquent for a violent felony. This specific law was in response to Lucia Bremer's
tragic death

State Agencies to Posses Naloxone 
Hope HB342 House 95-0 Senate 40-0 - I voted Yes
The Department of Health to develop a plan for the procurement and distribution of naloxone or other opioid antagonists to each state agency and for the possession of naloxone or other opioid antagonists.

The vast majority are technical, local, or minor changes to existing law.  A record 201 bills passed the 2024 General Assembly and were vetoed by the Governor. Congressman Good Update: Celebrating the Right to LIFE

There are 63 million fewer Americans alive today because of Roe v. Wade. Abortion in America has prematurely ended the life of countless doctors, teachers, pastors, and engineers. 
 
On June 24, 2022, the Supreme Court correctly overturned Roe in the historic Dobbs vs. Jackson Women's Health Organization decision. On the two-year anniversary of this decision, it is important to remember that our founding documents establish the right to LIFE, liberty, and the pursuit of happiness forevery American, and that must include precious innocent life in the womb.  
 
It was a privilege to advocate for the unborn at the Students for Life rally at the Lincoln Memorial at the National Mall.

 Even after the horrific Roe case was overturned, abortion remains the leading killer in America today. The majority of abortions are now executed through mail-order drugs with no one to help or support the mother physically, mentally, or spiritually before, during, or after her decision to end the life of her child.
 
I In overturning Roe, the Supreme Court specifically handed over the issue of life "to the people and their elected representatives," not exclusively to the states as some falsely claim. It is incumbent upon all legislators to protect those who cannot protect themselves. The safety and security of the country is the primary responsibility of the federal government, and I firmly believe that extends to protecting precious life from conception.

This week I introduced the Life Act, which stands as the most ironclad bill to protect life in Congress. It will make it a federal crime for doctors to use federal funds to perform an abortion, and prohibit federally regulated health plans from covering abortion. It builds on the consensus of the 80 percent of House Republicans who supported federal pro-life legislation from conception in previous congresses.
 
I In a post-Roe America, Congress must have the courage to legislate to protect life. It is our duty to follow the science that life begins at conception and end abortion so that every American has the chance to live. These precious babies deserve to take their first breaths, and my legislation works to make that possible.

Holding the ESBA Accountable

 I chaired another Health, Education, Labor and Pensions Subcommittee hearing and had the opportunity to ask the Assistant Secretary of the Employee Benefits Security Administration (ESBA) about their top priorities. EBSA oversees retirement, health and welfare plans, and benefits, for 150 million plus workers, retirees, and their dependents.   

Incredibly, none of the employees at EBSA actually report to work in-person every day, and most are required to only report one day per week! However, EBSA still manages to find time to promote Environmental, Social and Governance (ESG) investing for retirement plans and impose regulatory actions to limit choice in health care plans.

Meanwhile, the agency has neglected to effectively perform its mandated oversight duties, and often allows investigations of benefit plans to continue for several years. This is just another example of the Biden Administration promoting their radical woke agenda at the expense of what is best for the Americans they are purported to serve.

As we predicted, the Democrats and their allies in the mainstream media have been exposed for trying to pull a scam on the American people.

When President Joe Biden was forced to stand and talk in the debate with Donald Trump, it was painfully clear that Joe Biden did not even have the cognitive skills to get off the stage – never mind run the country. 

We have told you many times he would not be the candidate. We've said it on the podcast, tweeted about it, and told everyone our theory for months. Last night, we were proved right.

Biden stumbled time after time and gave incoherent, rambling answers. Afterward, the political commentators at fake news networks like CNN, MSNBC, and CBS had a shockingly uniform response: Biden lost the debate, and things are not looking good for them. This is unusual since the Democratic political machine usually circles the wagons around their candidate and delusionally sings their praises. This 180-degree difference seems coordinated. They know Biden can't handle it, and they want to replace him with a flashier, cogent candidate without the need for a bloody primary.  

Unfortunately, Ann believes the replacement candidate is Michelle Obama, who she thinks is pretty much unbeatable. But does Michelle want it? Is running the country just too grubby for the former first lady/royalty Michelle Obama? 

Can I just say that this situation is not just a failure for Democrats, but another reason why you cannot trust the mainstream media. It was just last week that the New York Times and other outlets were accusing conservatives of using misleadingly edited videos to claim Biden was suffering from cognitive decline.

Remember this story from just seven days ago:

Yes, it was the distorted online videos circulated by conservatives that were the problem. It took no less than three New York Times reporters to come up with a story that was completely false. You cannot trust them. They are not mistaken. They do not make errors. They boldly lie to push a progressive agenda.

Sen. Rick Scott Joins Sen. Marco Rubio & Colleagues to Urge NOAA to Prepare for Coral Health Emergency

This week, Senator Rick Scott joined Senator Marco Rubio and members of the Florida delegation in sending a letter to National Oceanic and Atmospheric Administration (NOAA) Administrator Richard Spinrad urging him to finalize the implementation of emergency provisions of the senators' Restoring Resilient Reefs Act. The Restoring Resilient Reefs Act was enacted into law in 2022 and included provisions that provide the NOAA with the tools needed to respond to coral reef health emergencies. Last summer, corals in the Florida Reef Tract came under severe heat stress and experienced coral bleaching, and it is possible that anomalous ocean temperatures may cause similar impacts this summer. The federal government has the authority to respond under emergency provisions of the Coral Reef Conservation Act (CRCA).

The members wrote, "Last summer, the Florida Reef Tract suffered from a severe marine heatwave leading to coral bleaching, further stressing this crucial ecological resource which has already been in decline for decades.

The members continued, "Florida's coral barrier reef is an irreplaceable resource which must be preserved and protected. We ask that you be prepared to use the resources and authorities available to you should exigent circumstances arise."

Following the recent announcement from the Bureau of Economic Analysis' PCE Report showing May prices paid by consumers for goods and services increased 2.6% over the year, Senator Rick Scott released the following statement and a weekly update on his actions to address America's debt crisis and rising inflation.

FRC Action: 74 Members of Congress Score a Perfect 100 Percent on FRC Action's 2023 Vote Scorecard





WASHINGTON, D.C. -- Family Research Council Action (FRC Action), the legislative arm of Family Research Council, today released its 2023 Vote Scorecard and announced its One Hundred Percent Award winners. The annual award recognizes the members of Congress who displayed unwavering commitment to and support of faith, family, and freedom. In total, 69 U.S. representatives and five U.S. senators scored a perfect 100 percent for votes cast in 2023.

FRC Action Chairman Tony Perkins made the following comments:

"As Congress continues to fight for the rights of all, including the unborn in this post-Roe nation, there is still much to celebrate, especially for members who have consistently--and repeatedly--stood for life in the face of a pro-abortion mob bent on intimidating Americans into their way of thinking.

"We thank these members of Congress for defending faith, family, and freedom with their votes and voices of leadership. The senators who scored a perfect 100 percent on our scorecard voted to defend life in all sectors of our federal government and stood strong against efforts to remove the deadline for ratification of the Equal Rights Amendment, which would have cleared the way for forcing taxpayers to subsidize abortion on demand. Your federal government is broken, and Florida's seafood sector is paying the price for Washington's dysfunction. While nearly everyone agrees that Washington should quickly deploy resources and assistance after natural disasters wreak havoc on coastal communities, right now it takes up to three years under current regulatory processes and a maze of red tape before federal fishery disaster relief is approved by the National Oceanic and Atmospheric Administration and the Office of Management and Budget.

 

By the time NOAA and OMB finally approve and allocate disaster relief, small businesses and fisheries are already devastated and, in some cases, may have already been forced to close shop. This self-induced, slow-moving bureaucratic process is unacceptable. Simply put, we need to streamline the process and get Washington working faster for Florida — that's why we're fighting to pass our Fishery Improvement to Streamline Untimely Regulatory Hurdles post Emergency Situation (Fishes) Act.

 

Overall, the Fishes Act expedites the deployment of federal fishery disaster relief by cutting unnecessary red tape and enacting a 30-day decision requirement for the Office of Management and Budget to either deny or approve a state's spending plan. What we hope to do with this bill is to throw American fisheries and coastal communities a life raft to stay afloat post-disaster.

 

In the U.S. House, we have 29 bipartisan co-sponsors from across the nation, and in the Senate, Lisa Murkowski, Marco Rubio, and Dan Sullivan are all co-sponsors. Additionally, our bill has gained support from more than 60 diverse organizations and key industry players both in and out of the fishing industry. When we can create efficiencies in the federal government, everyone benefits because no industry stands alone — and that's especially true for American fisheries.

 

U.S. fisheries support millions of jobs and bring in billions of dollars to the broader U.S. economy each year. Whether fishing is one's livelihood or a favorite pastime, or whether seafood is one's meal of choice, U.S. fisheries are an economic engine that support communities nationwide.

 

In 2022, commercial fisheries and the seafood industry generated $183.4 billion in sales, $42.2 billion in income, and $74.0 billion in value-added impacts throughout the United States. Fisheries also supported 1.6 million jobs in 2022 and recreational fishing generated $138 billion in sales impact nationwide. These statistics alone demonstrate why and how we have secured a wide range of bipartisan cosponsors and a diverse range of organizations that cumulatively support the Fishes Act — from the boating industry to our environmental partners.

 

In recent years, we've seen the devastation of hurricanes firsthand with Ian and Idalia wreaking havoc on Florida's coastal communities — and we've seen our fisheries struggle while waiting for federal action. Since 2012, Florida has requested federal fishery disaster relief on six separate occasions, and each time it has taken more than two years between the declaration of the federal fishery disaster to when the Office of Management and Budget approved Florida's plan. Enough is enough. We must cut this self-induced red tape.

 

As hurricane season is under way, the Fishes Act should be a top priority for Congress. Action to modernize the Office of Management and Budget's slow and bureaucratic disaster relief process is long overdue. American fisheries can't afford to wait several years for relief after a natural disaster strikes. We need to put the federal government on the clock when it comes to disaster response and stop these unnecessary delays that are crushing our hardworking anglers. Time is of the essence to get U.S. fisheries and coastal communities back up and running post-disaster, and the Fishes Act is a crucial step to make this happen.

Deep State Deception


Do you remember the shocking photo of classified documents scattered all over the floor of Donald Trump's Mar-a-Lago home? Of course, you do. It was supposed to shock you.


There were colored cover sheets indicating the level of classification of the documents, with many labeled "Top Secret." The media went nuts over how recklessly Trump had mishandled classified information.


Well, there's just been another disturbing revelation about those documents.


Initially, Special Counsel Jack Smith told the court that the colored cover sheets were found during the raid. But, according to investigative journalist Julie Kelly, Smith later said that FBI agents brought the cover sheets with them, "only to use as 'placeholders,' indicating where a classified record was found."


Well, the picture implies that the FBI found the documents all over the floor.


Now, Smith just admitted in new court filings that FBI agents photographed the documents for evidence "next to the box in which they were found." And, by the way, the FBI turned off all the security cameras during the raid.


So, let's summarize:


  • Smith misled the court about the origin of the cover sheets as well as their use.
  • Trump wasn't the one who scattered classified documents all over the floor.
  • The FBI did that.
  • Then it leaked the photo, which is evidence in a federal trial, as propaganda to smear Trump.


The left accuses Donald Trump of wanting to be a dictator. But this is how dictators and totalitarian regimes operate! And, unfortunately, as you're about to read, there's more.




Compromised Intelligence


As I outlined yesterday, we know the FBI interfered in the 2016 election to damage Donald Trump by running wild with the Russia collusion hoax, a campaign dirty trick concocted by Hillary Clinton and aided by Obama's CIA.


We know the FBI interfered in the 2020 election by pressuring social media companies to censor the truth about Hunter Biden's laptop, even though the FBI knew it was not Russian "disinformation."


We know then-Biden campaign aide Antony Blinken (now secretary of state) recruited former CIA Acting Director Michael Morell to write the letter signed by dozens of intelligence experts discrediting the Hunter Biden laptop story as a Russian disinformation operation.


Joe Biden used Morell's letter to dismiss concerns about the laptop when Trump brought it up in the 2020 presidential debate. The media used Morell's letter to shut down any discussion about the laptop.


Now the House Judiciary Committee has released a shocking report detailing just how deeply involved the CIA was in the laptop coverup. It turns out that Michael Morell and other signers of that letter were on the CIA's payroll as contractors when he wrote it.


Not only that, the CIA's top leadership knew about the letter, and they fast-tracked its approval in advance so Biden could have his "talking point" in time for the debate.


Just so we're clear, the 2020 Biden campaign colluded with CIA contractors to censor the truth in order to mislead American voters.


The CIA is supposed to destabilize and undermine our foreign enemies. But now we have further proof that our intelligence community is so compromised by left-wing activists that they ran disinformation campaigns against the American people in the last two elections to destabilize and undermine our country.


This makes Watergate look like child's play. That's the real threat to democracy!
