"It is often said that requiring young healthy people to get health insurance will lower the costs for the rest of us, but only if we don't allow actuarial underwriting. If those who are young and healthy pay based on their youth and health, then including them in the pool won't change the costs for the elderly. Only if you gouge the young and healthy can you reduce the costs for those who are older and more infirm."
