Tell Your Senators to Vote YES on Gov. McDonnell’s Abstinence Funding Amendment

Support Abstinence Funding in the Budget

In addition to Governor Bob McDonnell’s amendment to HB 2434 which would restrict Virginia’s health insurance exchanges under ObamaCare from covering abortion services, the Governor also added an amendment to reinsert abstinence funding in the Virginia budget. This funding was initially presented in the House budget, but in the final days of session, Senate conferees stripped it out.


This abstinence amendment will be voted on by the General Assembly this Wednesday. While it is likely the House will accept this amendment, the Senate will be an uphill climb. Contact your Senator today and urge support for Governor McDonnell’s abstinence funding in the budget.


Planned Parenthood and their allies at the National Abortion Rights Action League (NARAL) have made it their national agenda to stop abstinence education and they consistently assail abstinence programs as being ineffective. One legislator that works closely with Planned Parenthood and NARAL carried this message saying, “the reality is with teenagers their hormones come into play, and abstinence-only doesn't always work.” Of course, if teens can be taught effective ways of postponing sexual activity it cuts into the abortion industry's profits.


But the primary arguments from abstinence opponents have been that “abstinence education doesn’t work,” “parents don’t support abstinence education,” and "it’s naive to think that teenagers can be abstinent." None of those arguments, according to the U.S. Department of Health and Human Services (HHS), are correct. In fact, a 2010 study paid for by HHS found that abstinence education is highly effective and it is widely supported by parents and teenagers.


The HHS survey released this past October found that 70 percent of parents agreed that it is “against [their] values for [their] adolescents to have sexual intercourse before marriage” and that “having sexual intercourse is something only married people should do.” Adolescent beliefs, according to the survey, were similar.


Clearly, abstinence education is not only effective, but it is widely supported among both parents and teens. Contact your Senator today and urge support of the Governor’s amendment to reinstate abstinence funding in the budget.

Tell Legislators to Vote YES to Gov. McDonnell's Amendment to HB 2434

Action Alert: Support Pro-Life Amendment from Governor

Late Tuesday night, Governor Bob McDonnell handed down a pro-life amendment that The Family Foundation had been strongly urging. This amendment to Delegate Terry Kilgore’s HB 2434 directing the Commonwealth to set up health exchanges in accordance with the federal health insurance overhaul, restricts Virginia’s health insurance exchanges from covering abortion services, except in cases of rape, incest, or life of the mother. Without a change like the Government’s amendment, pro-life citizens opposed to abortion will be mandated to fund this unethical destruction of human life.


Now, the General Assembly must accept the Governor’s amendment at next Wednesday’s veto session. During this year’s General Assembly session, similar health insurance abortion funding opt-out language was passed by the House of Delegates twice with overwhelming majorities, but was defeated in the Senate. Actually, a procedural vote was taken at the end of session to strike a bill almost identical to the Government’s language, and the senate vote unfortunately fell 22-18 on party lines. Since the Governor’s language is strictly a policy vote, not a procedural vote, we hope to urge at least two pro-life democrats to support the amendment.


And that is really where the battle lies. Regardless of what actions are taken by the Governor, the state Senate has been the body that has blocked nearly every pro-life effort for several years. Over the next week, we will be mobilizing citizens across Virginia to contact key Senators to make sure they know the citizens of Virginia want this amendment passed. It is clear that it will not be until the state Senate reflects the values of Virginia that we will see many victories. The opportunity to make those changes is quickly approaching, as all 40 Senate seats are up for election in November.


We believe the key to sustaining the amendment lies with five key legislators: Senators Fred Quayle (R-13, Suffolk), John Watkins (R-10, Midlothian), Roscoe Reynolds (D-20, Martinsville), Chuck Colgan (D-29, Manassas), and Phil Puckett (D-38, Tazewell). Contact these legislators today and urge them to vote yes on Governor McDonnell’s amendment to HB 2434: an abortion funding opt-out for health insurance exchanges.

When Republicans Beat Their Drum, Our Nation Will Be Saved

An older black pastor recently asked me, “Why don’t Republicans beat their own drum? How come they can’t get their message into the black community?” In other words, how can we teach the principles of freedom to the very people who have suffered the most under the consequences of Democrat Party progressivism- the black American family? How can conservative Republicans take back our country from the liberal left? How can we once again experience landslide victories with leaders as principled as Ronald Reagan before we morph into a communist Corinth?

This is the answer. Disseminating the truth about Planned Parenthood’s federally funded black genocide agenda opens the doors to teach about black American Republican political history that’s been removed from textbooks and the annals of history. In so doing, we will save lives, liberty, heal the racial divide and cripple the Democrat Party. Making a gigantic leap toward breaking generational government dependence and poverty, the Republican Party will restore dignity, justice and righteousness to a country that calls good evil and evil good. Investing the time, sharing the information and forging relationships to prove that we care will dismantle the minority stronghold of the Democrat Party and as votes transfer to fiscally and socially conservative Republicans, our nation will be saved from the advancing socialists’ agenda.

If Matthew Fontaine Maury, Pathfinder of the Sea, was still of alive, he would probably tell us the answer to our Republican “marketing-the-message” dilemma is in Scripture. In the 1800’s, Psalm 8 revealed to him that there were paths in the seas. Pursuing this promise, he discovered ocean currents. Consequently, he shrunk the world, expanded economies, sped up travel and the distribution of goods and services, as well as, helped prove to future generations that God’s word provides answers.

Could it provide the answers we need to solve our Republican marketing-the-message dilemma? God clearly states in Hosea 4:6 that “My people perish for lack of knowledge.” I question what would happen if the majority of the minorities learned about the seventy years of missing black Republican political history. Speaking of perishing, 40% of African American babies are aborted- 60% in New York City and with statistics like these, the most dangerous place for a black person to be is in his mother’s womb. This tragedy is not by accident, but is the result of federally funded social policy agendas of Secular Humanists and Marxists…in other words, worldviews that make killing people incredibly justifiable; worldviews that collide with the Judeo/Christian worldview of our Founders. It’s the agenda of federally funded Planned Parenthood…modern day Klu Klux Klan. So what happens when we love our neighbor enough to expose this evil? (Ephesians 5:11)

It bears tremendous fruit. After I shared with the first black minister, he stated, “I will never vote for a pro-choice candidate again.” Now that the door was opened to talk politics and after disclosing the facts about black Republican history, he shared with the Virginia Speaker of the House, Bill Howell, that he had “to repent for voting for the wrong political party all of his life. He just didn’t know.” Another pastor confessed to “having to repent for removing herself from government for twenty years.” (translated: only voting for Democrat candidates) Black Americans respond when we reach out in love, friendship and truth, not political short-term gimmicks. It’s about relationships and honesty. My experience from working with downtown Richmond, Virginia inner-city pastors to rural area pastors and congregations, they so appreciate the information and many are willing to align their votes with their values. Anything less is a vote to annihilate their race and hinder liberty.

So if saving lives and liberty is the sincere motivation of spreading truth to minorities, conservative Republicans can dismantle and cripple the Democrat Party one drum beat at a time. No tomahawks required. The United States of America will experience a providential victory: “Blessed is the nation whose God is the Lord.” Psalm 33:12

Republicans, let the drum roll begin from sea to shining sea.

If Your Rep. Voted to Defund Planned Parenthood, Give Them a Big Thank You!

"Because of your efforts and support last week, the House of Representatives voted overwhelmingly to stop the flow of tax dollars from going to scandal-plagued Planned Parenthood.

However, the fight is far from over. Planned Parenthood and its allies are flooding Congress with calls pressuring Members who voted to defund them. Planned Parenthood knows their pro-abortion allies in the Senate and in the White House support this abuse of taxpayer funds. Pro-life Members need to hear that you support their vote and that they should stand strong!

Here are some staggering facts:

  • From 2008-2009 Planned Parenthood received $363 million, a third of their massive $1 billion income, in state and federal government grants and taxpayer money.
  • During that same time they set their own record performing 324,000 abortions, up almost 25,000 from 2006-2007 figures.
  • Each fiscal year since 2000-2001 the government has increased its funding of Planned Parenthood an average $22.2 million and each year the number of abortions they have performed has steadily increased, even as overall rates in the country have waned.

Enough is enough, Congress should support the effort to defund Planned Parenthood. The abortion giant just released a new fact sheet, admitting they performed a record number of 332,278 abortions in 2009.

Cutting funding to Planned Parenthood will not reduce government spending on family planning, nor will it prevent them from performing abortions. However, defunding Planned Parenthood will ensure that taxpayers are no longer forced to subsidize the largest abortion organization in the United States.

Please take some time today and thank Members who voted to defund them."

Here's another example of how your political involvement is saving lives: For years pro-life conservatives have advocated for tougher regulations of abortion clinics. Conservatives in Virginia have finally succeeded in passing legislation that would require abortion clinics to comply with state Board of Health regulations. The legislation came down to one vote -- a tie-breaking vote in the Democrat-controlled state Senate cast by Republican Lt. Gov. Bill Bolling.

Pro-abortion advocates are howling in protest, claiming that the new regulations could put a majority of Virginia's abortion clinics out of business. It's odd how Democrats want to regulate everything from Happy Meals to how you spend your own money, but when it comes to destroying an innocent baby in the womb, they think nothing should stand in the way.

Left-wing politicians such as Barack Obama also insist that abortion is about "protecting women's health." Yet their vehement opposition to clinic regulations puts to rest the myth of abortion as healthcare. This column exposes the deadly consequences of the abortion industry's shocking neglect for women's health.

This is just one more reason why Planned Parenthood should no longer be subsidized with taxpayer dollars. The House of Representatives recently voted to cut off the nation's largest abortion provider, but Senate liberals are vowing to keep your hard-earned tax dollars flowing to Planned Parenthood.

As congressional leaders continue their negotiations to get our fiscal house in order and avoid a government shutdown, I joined other pro-family leaders in urging the House leadership to hold firm on defunding Planned Parenthood. With a $1.5 trillion deficit, we can't continue to fund everything. We must prioritize where we spend our limited resources, and taxpayer funding of abortion should be the first thing eliminated.

Victory Alert: A Win for Life

Abortion Center Safety Passes Senate On Lt. Governor Bolling’s Tie-Breaker Vote!

After a long and passionate Senate floor debate that spanned a few hours over two days, the Virginia Senate voted 20-20 this afternoon to direct the Board of Health to promulgate regulations for abortion centers. After a brief pause for the Senate clerk to announce the vote, Lt. Governor Bill Bolling cast his constitutionally authorized tie-breaking vote in favor of the bill. It now will go to Governor Bob McDonnell for his signature, who has long supported abortion center safety regulations. After more than two decades of hiding behind a veil of political secrecy, abortion centers in Virginia will face greater scrutiny and better health standards.


It was the first time ever that such legislation has even reached the Senate floor, despite numerous bills passed by the House. Each year, including earlier this session, the Senate killed the legislation in committee. But today, all 18 Republicans held together and two brave pro-life Democrats, Senators Phil Puckett (D-38, Tazewell) and Chuck Colgan (D-29, Manassas), resisted pressure from their caucus’ leadership.


While the session has gone according to script this year, with the House passing and the Senate Education and Health Committee killing pro-life legislation, a dramatic turn occurred only a few days ago, in the last days of session. SB 924, patroned by Senator Ryan McDougle (R-4, Hanover), passed the Senate and went to the House. There, Delegate Kathy Byron (R-22, Lynchburg), one of the pro-life leaders in the House, offered an amendment to add abortion centers. Liberals challenged its germaneness (whether the amendment fit the intent of the bill), but House Speaker Bill Howell (R-28, Fredericksburg) dismissed the objection and the House passed it overwhelmingly. That change required it to return to the Senate where the GOP caucus began to coalesce around the amendment. The vote was scheduled yesterday, but after a half-hour of debate it was passed by until today. Senate Democrat leaders pressured its two wayward colleagues but by the tenor of today’s 90-minute debate, it was apparent there were no cracks in the coalition.


Unfortunately, instead of offering logical or accurate arguments against the amendment, opponents demagogued the issue. At one point Senator Janet Howell (D-32, Fairfax) mocked Senator Mark Obenshain’s (R-26, Harrisonburg) recitation of federal court decisions upholding abortion center regulations, even though he was replying to her colleagues’ calls for proof of legal precedent. It prompted this exchange (see our blog.) Majority Leader Dick Saslaw (D-35, Springfield) told his colleagues to “get a life!” if they thought the bill was about anything other than restricting abortion, ignoring his own colleagues’ faux concerns for the Constitution.


Senator John Edwards (D-21, Roanoke) repeatedly claimed the bill was unconstitutional with wild assertions and vague stretches of case law (he was seen getting information from the ACLU outside the chamber), all of which were refuted by Senator Obenshain, who cited federal appeals and U.S. Supreme Court decisions. Senator Obenshain concluded by saying, “standing up and saying so doesn’t make it so,” and read from a court opinion which plainly disproved Senator Edwards’ assertions.


Several liberal senators predicted horrors such as back alley abortions even though states such as South Carolina regulate abortion centers with no such reports. They also claimed first-trimester abortions were among the “safest procedures” despite absolutely no corroborating evidence because there are no reporting requirements mandated in Virginia. Senator Dave Marsden (D-37, Farifax) even compared the bill to the poll tax and efforts to keep minorities from voting in the Jim Crow era.


Another desperate aspect of the debate was the demand by several liberal Democrats that Attorney General Ken Cuccinelli issue an opinion on the constitutionality of the amendment, perhaps the first time they’ve wanted his advice. Of course, it was a tactic to delay and kill the bill. Senator Edwards sarcastically said the Attorney General would love to defend the bill if it became law because of the other legal actions he’s pursued. But the fact was, and they knew it, he issued an opinion in August in support of the constitutionality of such regulations. He even accommodated Senators with a letter composed during a Senate recess – to confirm his previous opinion.


Opponents’ arguments, so twisted, inevitably contradicted each other, with Senator Howell’s unwitting admission that abortion is, in fact, used for contraception when she said the bill would take away one method of “determining the size of families.”


This was a monumental vote and a historic day. Advocates for, after years of pursuit, finally won a major pro-life victory, perhaps the most important victory since parental notification! Thank you to all who contacted their Senators on this important issue! We also thank the twenty Senators who voted for this important bill, as well as Lt. Governor Bill Bolling for the tiebreaking vote! There were also several Senators that spoke in defense of the amendment on the Senate floor, including Senators Jill Vogel (R-27, Winchester), John Watkins (R-10, Chesterfield), Steve Martin (R-11, Chesterfield), Mark Obenshain, Tommy Norment (R-3, Williamsburg), Jeff McWaters (R-8, Virginia Beach) and Bill Stanley (R-19, Franklin).


We now look forward to working within the regulatory process to ensure the regulations by the Board of Health ensure abortion centers are safe for women who make the unfortunate choice of abortion.

On MSNBC’s Hardball, SBA List President Marjorie Dannenfelser challenged Chris Matthews, the host of the show, to watch the undercover footage released by Lila Rose showing Planned Parenthood employees in several states aiding and abetting in the alleged sex trafficking of minors.

This was after Chris Matthews vehemently tried to defend taxpayer funding of Planned Parenthood, but when pressed by Marjorie if he had seen the footage, he wouldn't answer.

Take Action to Save Innocent Lives!

We now have the most pro-life House Leadership and more pro-life Members in Congress than ever before in recent history. With such numbers, now is the time to finally codify many life and conscience protections into law that will guarantee that taxpayers are not forced to pay for or subsidize abortions. Those protections can be found in H.R. 3, the "No Taxpayer Funding for Abortion Act."

Currently we are only a few cosponsors shy of 218 cosponsors. With that many cosponsors the legislation is guaranteed both a floor vote and passage in the House of Representatives, while also sending a powerful message to the still majority pro-abortion Senate and President Obama -- the most pro-abortion President ever -- that the pro-life voice in this country is alive and strong.

Please take a minute to contact your U.S. Representative, and be sure that he or she is a cosponsor to H.R. 3, the "No Taxpayer Funding for Abortion Act." If your Representative is a sponsor, please offer your thanks and encourage him or her to rally colleagues to cosponsor as well. If not, please urge your Representative to become a cosponsor of H.R. 3.
