VCDL President: VA-ALERT: Time to thank Gov. Youngkin and urge final vetoes!

The veto session of the General Assembly was Wednesday, April 17.  Here are the results:

  • As far as vetoes, everything went as expected.  All the Governors vetoes were sustained, so those 32 bills are now toast.
    • The House didn't even try to override the vetoes, which would require a 2/3 vote (16 Republicans would have to suddenly vote for gun control – not going to happen).
    • The Senate tried to override some of the vetoes but failed miserably.
  • On the bills that the Governor modified:
    • SB100 (required serialization of homemade guns) did not get a final vote and is dead.
    • HB173 (undetectable plastic firearms not legal and homemade guns must be serialized) was sent back to the Governor with the Governor's changes ruled non-germane by the Speaker of the House.
    • SB225 (parental notification) was sent back to the Governor with his changes rejected.
    • SB363 (altered serial numbers illegal, duplicates federal law) was passed into law when the Governor's changes were accepted by both the House and the Senate.
    • HB498 (parental notification) was sent back to the Governor with some of his changes rejected and one change ruled non-germane by the Speaker of the House.
    • SB515 (hospital gun ban) was sent back to the Governor with his changes rejected.
    • HB861 (hospital gun ban) was sent back to the Governor with his changes rejected.

In summary, of the seven bills the Governor modified, one is dead, one is law (effective on July 1), and five were sent back to the Governor because either the Governor's changes were rejected, or the changes were ruled non-germane to the intent of the original bill.

The Governor now has 30 days to either veto those five bills or to sign them with none, or just some, of his changes.
