Delegate Phillip Scott to Propose an Abolition of the Virginia Income Tax
Delegate Phillip Scott, District 88 will propose a reduction-to-elimination plan in the 2022 General Assembly Session.
Spotsylvania, VA – Delegate Phillip Scott will submit a tax bill that will gradually decrease the tax rate over the next 5 years with the Virginia income tax being completely dissolved by 2030. The plan will outline a replacement plan to decrease revenue loss. If passed, this would make Virginia the 12th state to abolish the income tax joining Alaska, Texas, Washington, Florida, Nevada, South Dakota, Wyoming, New Hampshire, Tennessee, and soon-to-be Mississippi, Kentucky.
"Inflation has hit Virginians so hard already," Scott said. "We must be doing everything we can at all levels of Government to provide relief as quickly as possible. We should be doing everything we can to keep money in the pockets of hard-working Virginians."

Phillip Scott will submit this legislation in 2023. Virginia would not be alone with 11 other states operating at full capacity while not levying an income tax. The bill will gradually lower the income tax while replacing it with excise taxes. The hope is that the proposed plan would actually increase revenue by giving Virginians more spending power, which would increase the amount of revenue gained from sales tax.
Phillip Scott is currently the sitting delegate representing Virginia's 88th House District, serving on the Committee on Health Welfare and Institutions, Committee on Privileges and Elections, and the Committee on Counties Cities and Towns. Prior the running for the House of Delegates, He has served his local community by joining the Board of Directors of his POA and served 2 terms in various roles including Treasurer and President. Phillip volunteers on various committees in his POA as well. Additionally, he serves on the Spotsylvania County Citizens Budget Review Committee. Phillip Scott is a proud husband to Elisabeth, and father to 5 daughters including a set of twins and a daughter with Edwards Syndrome.
